Smart Animals and Rez
So I have a player who's really attached to their pet smart monkey, took the "Dependent" negative trait with respect to it, even bought and installed a cortical stack so that the monkey's comparatively less developed mind would not be so easily extinguished and in the event of bodily destruction could be sleeved into another smart monkey. They are absolutely opposed to ordering the monkey around or jamming it as a biodrone. Anyway, they want the monkey to learn, and it seems plausible that the animal should be able to do this to a degree. How quickly relative to a transhuman? What sort of caps should I insert, either soft or hard? How does their software limit them, since hardware is presumably no object? And is there a way for smart animals to become emergent uplifts?

I'd say normal training times and no limit for physical stuff like freerunning or climbing. Other skills (which a "normal" animal wouldn't be allowed to get at all) I'd allow at double cost and training time, capped at 40. I'd flat out deny making it an uplift. It's not just making it smarter, it's fundamentally changing the way it thinks. It's the same thing as trying to turn a Neohominid into a Human, or vice versa.
In the past we've had to compensate for weaknesses, finding quick solutions that only benefit a few. But what if we never need to feel weak or morally conflicted again?

Good advice. One thing that I might forego: I'd flat out deny making it an uplift. It's not just making it smarter, it's fundamentally changing the way it thinks. It's the same thing as trying to turn a Neohominid into a Human, or vice versa. All the most reason to let him try, precisely to have the result (if successful at all) be really creepy and alien, and not at all what he'd expect. Similar to some of the legally and ethically questionable research into unsocialized AGI's who's mind emulations are not based on a human template. It's mentioned in the lore that Cognite is rumored to engage in such experiments with uplifts.
